On March 10, the New York CCB proposed draft regulations to create and govern the newly-announced Conditional Adult-Use Retail Dispensary Licenses, which will be the first batch of adult-use retail licenses released in New York. The licenses are reserved for individuals disproportionately impacted by the war on drugs.
